Implementing Assembly Bill (AB) 2085: Guidance for Mandated Reporters in Los Angeles County
In 2023, AB 2085 went into effect in California and narrowed the legal definition of general neglect. The AB 2085 Mandated Reporter Training Supplement provides participants with:

- Insights, strategies, and tools to help Mandated Reporters make accurate, consistent, and equitable decisions about reporting suspected general neglect.
- Strategies and resources to support families in need when a report to the Child Protection Hotline is not required.

Mandated Reporters in Education
Schools play a critically important role in the lives of students and their families, and mandated reporters in education are the second largest mandated reporter category in Los Angeles County. Important issue areas such as educational equity and whole family approaches align directly with the MSI Model for mandated reporting reform.
Helps district/local educational agency (LEA) teams develop a plan to implement the AB 2085 Mandated Reporter Training Supplement, use the tools, and prepare for the shifted approach to mandated reporting that continues to center child safety, while promoting holistic family well-being.
- AB 2085 Mandated Reporter Training Supplement and Module for Mandated Reporters in Education: Comprehensive e-learning on AB 2085 statutory requirements and compliance with the law, as well as strategies, and tools to help Mandated Reporters make more accurate decisions about reporting suspected general neglect and supporting families in the process. A module specifically designed for Mandated Reports in education is included with the training.
- AB 2085 Decision-Support Process for Educators Handout: Five-step decision-support guide designed as a desk reference for Mandated Reporters to help them comply with AB 2085, make sound reporting decisions, and easily connect families in need to supportive resources.
- General Neglect Decision Tree for Educators Handout: Four-question decision tree that helps Mandated Reporters make more accurate reporting decisions regarding general neglect. The decision tree also includes definitions and descriptions to take the “guesswork” out of reporting general neglect.
- Family Resource Finder: Web-based portal with local community-based supportive resources to address family needs when a report to DCFS is not required.
